MacBook battery only charges to 70%?

I had my Macbook since mid-2007. In April 2008, my battery is dead and my Macbook not work if it was plugged in I just got a new battery today (after a year and a half of a dead battery) and this new battery only charges to 70%. The light on my charger is green (indicating a full battery) and the battery icon in my toolbar shows the top sheet and the percentage 70%. Sometimes light in the range between the shipper of orange and green and the icon of the battery varies between lightning and the connector. Is it the battery or the computer? Help!

Try an SMC reset. switch off, then pull the battery and disconnect the DC on the side. Hold the power button for five seconds, then kick back and shoot again. This will reset the power management settings on the motherboard and is often useful to raise a force related issues.
