I really need help setting up an account on my Apple Mac Computer!?

Okay so I've been trying to set up an account for a Mac very long time now, but the Apple site is not helpful and every time I try to make an account has instructed me to "Mobile Me" and you should pay for it, but all my friends said they did not have to pay for their accounts. PLEASE Help me!
